Question Asus ROG STRIX X870E-E GAMING WIFI and RTX 5090 TUF Random No Video Signal Issue on Windows Boot

I'm having a weird issue with motherboard ROG STRIX X870E-E GAMING WIFI and my new Asus RTX 5090 TUF, I have try everything with no luck.

1- Sometimes, specially when changing settings in the bios, on boot I get code 16 and it takes a lot of time for the process to finish to enter into Windows.

2- With my new Asus TUF RTX 5090, after a cold start sometimes the systems boot perfectly into windows but must of the times I would get video signal while is booting (Asus Bios Logo) but as soon it will start windows my monitor show the no video signal and the screen goes black...now listen to this. If I leave it like that the screen will remain black with no video signal but I found out that if I turn OFF the monitor and turn it back ON windows is perfectly there on the lock screen like if nothings happens.

I have tried so many things, even a clean install of windows, disabling the integrated GPU...EXPO no EXPO..., reseating the card and cable, I'm running latest GPU drivers and motherboard bios version, I don't know what else to do. I never had such issue with the card I had before on the same system, Asus TUF RTX 4070ti.

Is good to mention that once in windows the system is rock solid, lot of hour with heavy gaming with no issues. The no signal issue can happen after restart (less frequent) or turning ON computer from shut down state. I'm using the display port with the new cable that came with the OLED monitor which works perfectly with my 4070ti.

I'm posting this under Motherboard because I really think that the issue is related more to the motherboard than with the video card. My guess is something related to the PCI-E, not sure.

Does anyone is having an issue like this and found a solution?

When posting a thread of troubleshooting nature, it's customary to include your full system's specs. Please list the specs to your build like so:

Monitor:
include the age of the PSU apart from it's make and model. BIOS version for your motherboard at this moment of time.

I noticed you have specs listed out in your sig space. We advise users to include their specs in the thread's body since sig space specs can and will change over time. When that happens, this thread and it's relevant suggestions are rendered moot to the end user in the same boat as you're in now.

Page 57, might be a memory controller issue or too much pressure on your processor mount or your BIOS being corrupt or your ram being incompatible with your platform.
