Can I plug in a fan to the EXT_FAN header or not?

No, it has a 5-pin header made for a device that most fo us have never seen come to fruition. I think it may have been some kind of fan controller card. But can't remember exactly. Maybe someone here can fill in the blanks. But it isn't wired for fan motors. See page 1-15 of your manual.
