Asus ROG STRIX Z370-E gaming won't recognize HDD or ODD

Hello!
As the title suggests my new motherboard won't recognize my HDD or ODD (CD/DVD drive). They don't show up in bios at all. I've switched around the sata cables a bunch of times. Nothing seems to work. Both the HDD and the ODD worked fine on my last setup and I do believe I can hear spinning from the HDD. It's a small hard drive taken from a broken laptop years ago. This makes me unable to install the motherboard drivers through the installation CD. Furthermore, I cannot install any drivers via USB either because Windows 7 doesn't recognize any USB units(not even through USB 2.0)(bios recognizes all USB devices though). No internet drivers either obviously so I cannot download any drivers. I've managed to get Mouse and keyboard working through bios settings(PS/2 converter I think). I don't have any other PC's and I don't feel like purchasing any more hardware for this to work.

Will new bios drivers solve this, and can I install these without windows recognizing any USB devices.

It's a completely new build but the 120GB SSD that I boot from is using Windows 7 from a previous setup that had an MSI board.

Yet another problem I have is that my 500GB SSD will show up in boos but not in the boot order. I have partitioned this SSD using the disk manager.

I have looked all over all the forums but I cannot find any solutions to any of these problems. I have seen threads describing similar problems but no solutions work for me.

I am desperate at this point. I would be overjoyed to hear any suggestions on solving my problems. This truly seems impossible.

Thanks in advance!

Thanks for the answer. I've dreaded that this may be the only solution, however I will still need to wait for the USB to sata connector that I bought in order to upgrade to windows 10.

Also, this still doesn't explain the main issue though does it? The motherboard should still recognize the HDD and odd. Maybe the HDD is too old too be noticed by my fancy schmancy motherboard(all this non-backwards compatability is just silly). Both my SSDs are recognized after all.

I feel like these hardware and software developers are making all this much more frustrating and complicated than it has to be.

To get the older HDD and optical drive working, you may need to go into the BIOS and change the Sata ports they are plugged into from AHCI to IDE mode, for maximum compatibility.

I can only choose between RAID and ACHI. Have not seen IDE anywhere in the bios. I have seen this solution used for older systems. Didn't know that this upgrade would be such a pain in the neck.
I have been computerless for a month now waiting for this to work. I am sick and tired of having to buy new hardware to make everything work. For real, why does it have to be so hard to make even a goddamn USB port to work.

Thanks again for answering.

Have you checked if having a disk in the optical drive makes any difference? You can also contact Asus Technical Support on their website to see if they have an answer for you. I'm not aware of any reason why your old HDD should not work on your new motherboard.
