Asus RT-AC55U Traffic Manager QoS not working properly?

On Traditional QoS page I set up limits using MAC adress of an Ipad, set it to lowest priority. Also lowest priority devices are set to max 2 mbps. On most tests and pages it works fine , device can't exceed 2mbps. But on these two speed tests, somehow device can reach to max possible speed of my internet connection.

I'm trying to figure out how does the device bypass the limits set by the router. What can the possible explanation and solution may be?

In general qdisc qos is traffic conserving. It's going to have at a minimum 2Mbs. If nothing else is using the internet it's going to be at the upper limit.

This video explains a lot of traffic shaping and covers most of the older qdisc in pfsense. There are newer qdisc that are much better on bufferbloat.net. fq_codel+htb and cake are full shapers that work very well.

I set the upper limit to 2mbit , all other apps are limited to 2mbit but these two sites can exceed the limit.

is Asus RT-AC55U good enough for QoS?
