Question Asus RTX 2080 not detected in Bios or Device Manager

Same as title.. i have a RTX 2080 that doesnt seem to be working properly.

Specs: Asus Rog Maximus XI Extreme
RTX 2080 (With Waterblock)
Corsair RM1000i
Samsung SSD

I have Updated Bios
Reseated the GPU in other slots
Made sure that the 2 8-Pin cables are properly inserted with 2 separate cables and the white Leds of the Gpu come on
I cant download drivers since the Gpu isnt detected

Does the GPU shows any signs of life?
It could be a defective GPU or PSU (PCI-e power cables) or malfunctioning PCI-e slot.
Place the GPU on the 2nd PCI-e slot.

just finished updating the bios and still a no go

probably not... i waited until i received all the parts to my pc before i put it all together and i dont even know if it worked prior to now
