Question ASUS RTX 3080 TUF OC --- Abnormally poor performance ?

Scored an amazing 574 on Heaven (average fps of ~20) :,(
Important point, bought refurbished from Newegg, specifically Computer Headquarters so I'm suspicious of the card's quality (seems products from them are usually hit or miss)
GeForce overlay shows the card at full utilization, but only drawing from 100-150W holding steady at ~43C.
Fresh and latest graphics card driver, chipset, BIOS, and Windows 10 installs. 2 separate PCI-E cables from PSU to GPU, 3600 MHz XMP RAM, and essentially empty SSD.

Overall just looking for any possible signs that I might personally be missing something rather than the card being defective

I hope it's not drawing 100+V (volts) since that would likely fry the entire system in an instant, and that you mean 100-150W, or watts, instead.

Can you give us full system specs, please, especially make, model, and condition of the PSU. It could be an issue there as well.

Ha, I was a bit absentminded writing the post :)

Here is the PSU online specs, whereas the condition was brand-new (sealed box)

Since you have 4 power cables try swapping them.
Try different power ports on the psu.
If using hdmi try dp or the opposite.
