Asus Sabertooth X79 VGA_LED and no POST

I have the following connected to the mobo

1 x Sapphire Radeon R9 290X
1 x Corsair Dominator Platinum 8GB 1866 MHz
1 x Intel i7-4960X
1 x Samsung SSD 840 EVO
1 x Asus DVD-Writer DRW-24D3ST

This is a new build. It does not POST and there is no video.

I have updated the BIOS via Flashback (the indicator light showed a proper update sequence) and cleared the CMOS. The only led indicator that is still on is the VGA_LED.

I have changed the slot the GPU is in back and forth and checked all connections.

Any suggestions on what I need to do to fix this?

I would normally say test to see if it boots through the integrated graphics, but I don't think that cpu has an iGPU?
Maybe either return/rma the card or buy a cheap card to just test if it boots, since that's the only thing that seems to be causing issues
