asus sabertooth z170 wont turn on

the computer is:
Skylake i7 6700k
gskill ripjaws 32 gig (2X16) 2400
nvidia evga 980 ti
samsung m.2 500 gig
evga supernova 750 p2 platinum

the computer was working fine for the last month, my only problem that i was having was some shocks that will turn off the computer sometimes. i have it in my office and there is not carpet only concrete, and the power supply is grounded. the last time that happen the computer did not turn on, i check the power supply with a multi meter and the powersupply is working fine.
i reconect the cables and i only leave the cpu power and the 24 pin connected and my fan. the only thing that tun on i s the power led from the motherboard, i click the power switch and nothing. the motherboard power led stays on but nothing happens.
i try to turn the switch on manually from the motherboard but i get the same problem.

from what i know the mother board should tell me if the cpu, ram or sata have problems by showing me an led signal but only the power led stays on.
 
Solution
Unplug the PSU from the wall hold the power button on your PC on for a 10 sec, plug the PSU in and see if your system turns on.

If not something is bad, I'd 1st try to rule out the PSU, what you can do is jump the green wire to any of the black wires and see if the fan on the PSU turns on, and plug in a fan to molex or sata, or if you have an optical drive, it should open if the PSU is good, pull the jumper and the PSU should turn off. that will rule out a bad PSU.

If all of your wires are black, you will have to count the pins to see where the green wire is, and jump it in the same pin this guy as it in this pic, all PSU's are the same pin wise, but make sure the clip is at top and count over...

I would also get a tester and make sure the outlets are wired properly, ground is working and connected properly. If it is, be creative i guess, push the power button on with a pen, because wen you plug USB's in.
