That faint whistle noise? If so, that's fan bearing, produced on low RPMs.
Fans have RPM range that they operate at. Usually 600-2000 RPM. It is rare to see a fan that is capable operating at 0-500 RPM (unless fan is designed as such). Since bearing "whistle" appears at low RPM (below 600 RPM most likely), it wouldn't be that uncommon.
Not all fans produce bearing noise on low RPMs. Some do. Normal occurrence actually.
Either don't use 0dB(A) mode, or if you have money, replace PSU. E.g Seasonic PRIME, which too has 0dB(A) mode but no fan noise when using that mode. I know this first hand since i have two Seasonic PRIME TX-650 PSUs in use.
