Asus Strix b350-f lighting up but no fans are starting

Got the motherboard the other day, when bother the 12 pin and 8 pin connectors are in only the motherboards leds come on. No fans and only the orange status indicator comes on

I've tested the psu with a paperclip and that works.
I took the cpu and cooler off and checked for any bent pins etc (there wasn't)
I've tried the ram (corsair b3200c16) in all the dimm slots

Cpu is a ryzen 7 1700
Memory is mentioned right abovs
Power supply is a corsair 650
Mobo is a Asus strix b350-f

Try testing the board outside the case, with case fans disconnected.

Yep doing that now, tried removing the cmos battery for 30s
Even when the power buttons are shorted the psu fan doesn't even kick in

I've changed to different mobo from different producer, this issue was very strange...
