Asus Strix GTX 1070 middle fan not spinning under load.

Even Under High load the middle fan will not spin, Is it only supposed to come on when a certain part gets hot?

Several utilities, including MSI Afterburner, will give you manual control over your fans. Try downloading one of those tools and set your fan speed to 100% and see what happens. It may be a bad fan, or maybe the connector has come loose.
