ASUS STRIX GTX 1080 not performing as it should

So I just returned a strix gtx 1070 OC and got the ASUS STRIX GTX 1080 AO8.

I don't believe the card is functioning properly because even when I OC the card to 1920 MHz clock it gains fps but is still in the 89-110 fps range while playing BF1 at all ultra settings. Even with the details slider at only 100%(goes up to 200%)

I believe that's about what I was getting with my Strix gtx1070 OC and I have been looking at youtube videos with assortment of gtx 1080's from founders edition to the ASUS STRIX GTX 1080 OC model and they all seem to be getting around 110-140 fps. It seems to me something may not be right about my set up as I'm getting 30-40 fps less than I should be.

I ran 3dmark and my score was high(about 20876) but still about 2000 points behind comparable systems with gtx 1080's. So I know something isn't up to snuff.

I have re installed drivers. I am using Open Hardware monitor to monitor my temps and frequencies. all 4 cores on my i76700k are going up to 4.2ghz. Temps don't peak above 55 C.

MY GPU core says its been maxing out at 2000-2025 mhz. Temps aren't above 60 C.
MY temps are fine as well but I did notice that the GPU memory is only maxing out at 5006mhz(its clocked at 10100 MHz) And the shader is only maxing out at 3441 MHz though idk what the shader max MHz is supposed to be.

Any idea on why this card seems to be underperforming??

I have an ASUS Strix gtx 1080 A08 card.
I use openhardware to monitor software stats and temps.

All of my i7 6700k cores max out at 100% my GPU COre maxes out at 99% yet the GPU memory controller never gets over 50% and I have noticed that I'm not getting FPS at 2k resolution that other people have benhmarked with a simiar system. ( i7 6700k 16gb ram and some form of a gtx 1080. for the benchmark systems I viewed)

I have uninstalled and reinstalled drivers for the card. I can get a few more frames when I OC the card but still it doesn't reach the FPS of what a non OC'd gtx1080 should be getting.
MY FPS rate seems to be on par with that of a 980ti as far as framerate for games @ 2k resolution.

Is that Memory percentage only being at 50% messing me up and if so can I somehow 'unlock' the memory restriction.

Please help, Ive upgraded over the strix 1070 to get more fps and I'm getting lower than I was with the 1070.
