ASUS Strix GTX 960 stuck at 1227 mhz

My card wont lower downclocking on idle after i playing games.
Instead of 135 mhz is stuck to 1227 mhz

- Single monitor 60 hz,
- 5 driver in the last 4 week. ( cleaned properly with driver sweeper)
- No overclocking (ASUS,MSI AB etc, software installed,
- NV power management = adaptive


There is anybody who have a solution for this issue ?
 
I will install MSI AB but to be honest i think this have nothing to do with the real problem. I dont think as all my monitoring programs show me wrong data. Lets pressupose the frequencies are not real, ( what GPUZ and AIDA64 displaying), but the temperature is around 50C so is clear that my card wont idle. In idle the temperature should be between 36-40 C. (22C ambient )

Nvidia experience uninstalled.Nothing change,The same high clock on idle.

My buddy have a GTX970 EVGA and he meet exactly the same problem.

The strange thing is if I play in windowed mode, the problem disappears. On fullscreen every games act in the same way ( stuck GPU clock )
 
I uploaded a screenshot GPUZ , AIDA64 and NVIDIA Inspector , all show the same result
MSI AB was uninstalled, but was the same.

GPU load 0%
Memory controller 1%
Video engine 0%
Bus interface 0%

And the core clock is still 1227 Mhz ( instead idle 135 mhz )
And memory clock 1800 Mhz
Temperature 52C

I saw a couple of people try to explain this with "virus infection"
No, I have no Virus !

My buddy bought a GTX970 and meet the same problem.
I think there is many more card in this situation just people do not realize because they do not monitorize the clock speed.
I find a lots of people who have the same problem, without any viable solution.
 
NV power - adaptive
PCIE - maximum power saving ( default - medium power saving- the same problem )
Win7 power options -balanced

GForce experience /shadowplay - not installed.
One screen (DELL2713HM) - 2560x 1440 / 60 hz - display port cable

Every time I change the driver I have cleaned the old driver with DDU.
If i turn on high performance on win7 power option, it will result higher CPU temperature?

A new/ fixed bios for VGA (ASUS Strix GTX 960 OC 2Gb) would be nice.
 
To be honest, i dont understant what is the connection between my CPU core parking and GPU idle core clock problem.
My problem is the GPU consume more power ( idle ) than normal and my temp is higher than other ( properly functioning ) GTX 960.
A properly working GTX 900 family card should working without any problem to windows power option at the default "balanced" level.

The important question is why my card IDLE correctly if i playing game " windowed" but fail on full screen mode.
1900 x 1080 full screen = GPU will stuck to 1227/1800 mhz but if i playing windowed than will lower clock correctly (135 mhz) after I exit game.
The same situation for 2560 x 1440 resolution.

Monitor: DELL U2713HM / 2560 x 1440 / 60 Hz ( I check all DP ports with 2 DP cable without any result )

By the way the graphic card is brand new so was never overclocked or bios modded .Everything is at factory clock with original BIOS.

I check my PCI-express slot with 2 other graphic card ( GTX 460 and GTX 770 ) and both working well .Changing from full load to idle without any problem. Just this ASUS have this issue.

 
If i will change my OS ( win8 or win10 ) without any succes , the next step will be to install a linux ?
Other people who using GTX960 ( or any other card from NV 900 series ) has no problem with win7...
