Hello.

I have a problem:
FPS in games is lower than it should be with the current setup, as it seems to me
In addition, some games have a suspiciously low level of GPU usage
I can't figure out if I'm doing something wrong or something with my system / video card / specific game / video card drivers / ect

Spec:
i7 7700 (not K) 4.0Mhz in Boost (all cores)
RTX 3080 Asus tuf gaming OC
Asus PRIME B250M-PLUS
Plextor M5 Pro 128 GB (for OS)
WD Blue 4 TB (for most games)
Samsung EVO 960 500GB (for some games)
Corsair Vengeance LPX DDR4 2400 C16 2x8GB
gigabyte gp-p750gm (80 Gold)
asus tuf vg27aq (165GHz)

win10 20H2 (latest addon available)

Userbench
https://www.userbenchmark.com/UserRun/37917273
Additional test
https://www.userbenchmark.com/UserRun/38005931

The video card is powered by two independent 8-pins
Vidocard switch BIOS set to performance mode
The video card is overclocked. Peak processor 2070Mhz, memory 19132, Votlage 1.065 (t max 67C)
The power supply is new, purchased for a video card
CPU t max 85-87C

Now about fps:
all tests were run at 2560 × 1440, G-sync in nvidia panel is ON

Division 2 Benchmark
All settings High
V-Sync on
Smoothness off
136 FPS
GPU Usage 71%
CPU Usage 80%

COD Warzone
High, RTX off

33 GPU usage
84 CPU usage
75-85 FPS

FPS does not change at all even if all settings are set very low (and switch to 1080p), or if you raise the resolution to 4k and turn on RTX

Doom ethernal
Setting absolute nightmare
240fps (165fps with V-sync)
GPU usage 75%

World of warcraft Shadowlands
Settings on 7 (all effects off, MSAA off, RTX off)
80-100 fps

Epic BG's (all settings 3, effects off)
45-60 FPS

Metro Exodus
Ultra
DLSS ON, RTX off
63 GPU Ugage
74 CPU Usage
87 FPS

Cyberpunk 2077
Ultra settings
DLSS Perfomance + RTX off
96 GPU Usage
80 CPU Usage
90 FPS

RTX Ultra
55-65 FPS

Escape from Tarkov
Settings Low-Med
36 CPU
45 GPU
60-80 FPS

PUBG
Ultra
V-sync off
41 CPU
62 GPU

90-100 FPS

In my opinion, a video card of this class should, no, it is obliged to produce a much higher FPS
Yes, perhaps (as it is fashionable to speak now) there is a bottleneck processor, and the memory is not the fastest
If so, okay, I'm ready to upgrade.

What I want to take approximately:
Z590 chipset motherboard (or z490)
i7 10700k
RAM 16gb 4000Mhz+ (Crucial Ballistix MAX [BLM2K8G40C18U4B])

Okay, I'm ready to spend about $ 1000 more, but if it works just as badly, I will be very sad

What I've already tried:
  • overclocking the video card
  • DDU + install fresh Nvidia drivers
  • experiments with game graphics settings
  • experiments with the nvidia control panel
  • different versions of Nvidia drivers

What I haven't tried:
- clean install Windows

Solution
Yep, textbook CPU bottleneck.

You don't have enough cores and threads or high enough clock speeds for the games you're playing.

And if you had any doubt that it's not a CPU bottleneck, no change in fps even with increased resolution and/or graphical settings is the proof you need. Changing graphical settings and resolution changes the load on the GPU; since the load on the CPU remains the same, if your CPU is bottlenecking you, you will see no change in fps, just like you described.

Upgrading your motherboard and CPU to the ones you mentioned will fix the problem for sure.

You’re definitely losing a huge amount of performance in your cpu. I also have an intel 7th gen, but with a 3070 overclocked, i get a nice 120+ fps on cod.

Have you tried upping your graphics etc for cod?

yes, I did a lot of experiment with cod and graphic settings. I tryed to change parameters of the adv_options, a lot of manipulations with the grapic settings (all low, 1280x860 res, all ultra+rtx, 4k, 4k + up scale 150%) - nothing changes
I have 120fps only in plane and then fps drop to 100. When I on the ground fps only 80-95 (in some zones it can be 70, like on the grass near Superstore)
In mw multiplayer I have ~150 fps

I’m almost certain your cpu is holding the card back. An expert may be able to tell you something else, but this sounds like you’re cpu bound to me.

Well, I finaly update my setup and now is absolutly fine.

https://www.userbenchmark.com/UserRun/40081842

All the same test, 2560 × 1440.
GPU usage now ~95-99% (in different games)
CPU 5Ghz
T in stress gpu ~72C, GPU ~69C

Division 2 Benchmark
All settings High
V-Sync on
Smoothness off
173+ FPS (183 when OC gpu, but sometimes it unstable =( )

COD Warzone
High, RTX off
160fps stable(V-sync on)
150-200fps (V-sync off)

World of warcraft Shadowlands
Settings on 7 (all effects off, MSAA off, RTX off)
165 fps (monitor lock)
Lock off - 199FPS+

Metro Exodus
Ultra
DLSS ON, RTX on
155 fps avg

Cyberpunk 2077
Ultra settings
DLSS Balanced + RTX ultra
75-80 FPS

Escape from Tarkov
Settings Low-Med
Start with 120fps, after few minutes ~80-90 fps, after 10 minutes 45-60fps
Game just a trash optimisation )

PUBG
Ultra
200 FPS +

Next point - undervolt system =)
CPU now work on 1.415v (5Ghz)
GPU was 2070 on core 1.060v but I updated BIOS and now it sometis unstable. Need more tests

Excellent result. I notice you have 4000mhz ram, for gaming... that is completely waste and CAS would be more important, it may be worth clocking the mhz down and the lowering latency... i am not familiar with clocking ram however.
