Question ASUS TUF Gaming B650-Plus wifi 1,5y old flashback stuck ?

Everytime i plug rog or start PSU, 3 seconds and boom auto flashback mode and cant start PC.
i must start PC button before that if i want juice and boot use PC.

i update bios by using EZ flash 3 utility and a MBR 8GB usb stick and it's showing latest version.
tried everything, some ideas ?

CPU: AMD Ryzen 5 7600
GPU: RTX 4070
RAM: Kingston Fury 32GB KIT DDR5 6000MHz CL36
PSU: Seasonic S12II-520 Bronze

You should throw that PSU out...it's not meant to be used with your platform. You don't even meet the power delivery requirements, even if the PSU was brand new.
