Question Asus TUF Z690-plus wifi d4 motherboard wont let me undervolt.

My asus mobo won't let me undervolt my cpu. I have I i7 13700k. My motherboard will let me select offset and set to negative, but everything remains on auto. I tried resetting the setting to default, but nothing allows me to modify it. Any ideas what bios setting might be responsible for this?

Another note, I noticed my voltage on a 2 or 3 active count will sit around 1.36 to 1.45 volts, but under a stress test; my voltage drops to 1.38 to 1.4 and stays rock solid there at 16 core full load.
