Asus UX410UQK Power Limit Exceeded

Hey guys, I'm here as a last resort. I appreciate any help that can be given. I just bought an Asus UX410UQK which should be more then enough for everything I am using. However, despite being a performance upgrade over my last laptop, it fails to run even the most basic of games on low resolutions. It starts well consistently staying at 60 FPS cap and then will randomly stutter and drop to 5 FPS. This occurs at various temps and gpu loads, where the GPU will just randomly drop load.

I've used DDU, done fresh installs with many different combinations of video drivers (Manufacturer drivers, most up to date drivers, windows updated drivers). I've tried a fresh windows install, and I have everything from the manufacturers site up to date including BIOS.

Laptop specs:
i5 7200u
12 gb ram
2x 256 gb ssd (m2 + 2.5)
940MX 2gb

Here is a log of the issue. You can see everything is going great until GPU load suddenly throttles at 03:28:41:

Looks like the issue has to do with power limit exceeding throttling and package/ring power limit exceeted according to HWInfo64. Anyways around this issue?

I've tried fresh drivers, I have everything set to maximum performance mode and in game settings at reasonable levels for even the least demanding games like LoL and CS:Go. I'm experiencing this issue across every game.

I have the same issue on an i7-4500U (Dell Inspiron 3737). It was working well for 3 years, and suddenly I have frame drops in LoL, whether I'm playing on Very Low or Very High settings... FPS goes from 60 to 25 for a minute or two, and then it recovers.
