Hdmi works fine on the monitor however I want it to run at 144hz... So I plugged the DVI cable in to the graphics card and the monitor and the computer will boot and display the BIOs but then the monitor says no DVI signal and turns off.

Anyone have any ideas on what the problem is?

Solution
If the BIOS screen shows up it should be something in windows. Try booting with both cables connected, and enter in windows with the hdmi output. Then go to the display control screen and set the DVI as the primary display. At that moment, if you change your monitor input to DVI it should have image.
Dvi-d, dvi-i, dvi-a are incapable of 144Hz, they literally don't carry the bandwidth necessary. Only dual link dvi carries it, so the gpu and dvi cable both need to be dual link for it to work. Only display port and recent versions of hdmi are 144Hz capable at 1080p.
