I have recently upgraded my monitor from some AOC 60hz monitor (don't know exact name) to a ASUS VG248QE 144hz monitor. I want to use both of the monitors in a dual monitor setup but my new 144hz monitor doesn't let me up the refresh rate from 60hz (only can go down). Is it something with my 60hz monitor restricting the 144hz monitor or something else completely?

Other specs:
GTX 1080
i7-7700k

Solution
There are a few possibilities. You will need a display-port cable for the monitor to function at 144 Hz. HDMI will not work.

Another possibility is the way it is set up in the OS. Assuming that you are using Windows 10, you need to get your GTX 1080 NVIDIA. driver from www.geforce.com/drivers. I recommend using the custom installation and using the clean installation option. The Windows 10 update drivers are worthless at this point, and they will cause you headaches if you are contemplating multiple monitors.

Solution
I have dual monitors myself. When windows updates my graphics driver, I routinely have to manually update the driver. Why? Simply, my second monitor will cease functioning after the windows update of the graphics driver. It also has corrupted my audio device drivers as well.

Currently it is possible to pause these updates for a month at a time. This gives them time to fix bugs in the updates before you update. Unfortunately, Microsoft doesn't seem to put a priority on fixing buggy updates. It isn't the best situation, but it is what we have to put up with for now .

If you are new to the ASUS VG248QE 144hz monitor, be prepared to turn down the Brightness. It is a very bright display. I use the Theater mode with the Brightness = 20, Contrast = 99, Skin tone = Natural . That will get your display in the ballpark (the default tends to look a little washed out with the Brightness at maximum).
