Asus VN247H-P Black Bars around the whole screen

I'm on an AMD card, i'm using the DVI to HDMI cord that came with it, and I have scaled it down to 0% in CCC but there still is a little bit left, like a tiny tiny TINY bit. Is there a fix for this?

Check monitor settings most hd tvs maybe some monitors too native pixel format/picture format/cinema mode/input setting or similar
