Asus VX238H monitor issue (Somewhat slow) (MOSTLY ON A FEW GAMES)

Hello everyone! So recently, I got a new monitor, upgrading from an old LG Flattron (1280x1024, 4:3, nothing special) to an Asus VX238H. I had some issues with it, I first hooked it up with VGA. I had some color issues, and when I played Counter-Strike Global Offensive, Fraps showed I had 60fps but it felt more like 20fps.. Was some minor stutter but overall very slow performance. Also, there were some, I guess, ghosting issues, whenever I moved ingame there was this strange trail over textures. Well, then I hooked it up via HDMI. Same issues, maybe somewhat faster. I changed the 'Trace Free' option from 60 to 20, and the 'trailing' and 'ghosting' somewhat disappeared and all is fine I guess. I tweaked my colours, but there's still an issue. Everything still feels slower than on my old monitor. It's like, when it says I have 60fps, feels kind of like 40fps. I'm playing CS:GO on 4x3 1280x1024, and other games I tried, perhaps they run pretty smooth buth still not as fast as it used to, running them on 16:9 1920x1080. I've tried to change the resolutions but it's still the same..

Update:
By the way, my specs are if required;
CPU - Intel i7-2600k 3.40GHz
GPU - Nvidia GTX 560 (underclocked by 150Mhz, had some performance issues, that was the solution)
RAM - 8GB DDR3

Also, should I mention, I had some sound delay when connected via VGA. Using Steelseries Siberia v2 headset.
Also, I use a Razer Abyssus mouse, heard there can be some problems with Razer Synapse.
And to clear something up, I checked my ingame fps of CS:GO, it was 180-220 but still feels slow, like 30-40...
Something else to add, when I turn off V-Sync on CS:GO, it seems to run somewhat faster, although still the same issue.
 


Indeed. Updated them yesterday. Also updated my Geforce Experience.
By the way, some games run smooth. Currently this problem only occured in CS:GO (MOSTLY, and it's a big problem) and slightly less performance in Crysis 2.
