Asus wont reboot

I formatted my asus with a corrupt cd of windows 7 and it just restarts in a loop non-stop as long as the power is on...

I want to reformat it with a different cd but like i said it restarts non-stop so i dont get to the desktop..to be able to reformat the regular way...

i tried with the boot options ....it says reboot and select proper device or insert boot media in selected boot device and press any key...
i put in the cd...and press any key...but nothing happens...it just keeps repeating the same sentence by pressing any key....

i need to format the laptop and not recover it to able to access the desktop and partitions to get my files and things on the partitions separate from the system partition ...

im sorry for the hastle....but i got this msg after copying windows to the usb ...
" Files copied successfully. However, we were unable to run bootsect to make the usb device bootable."

i read to run bootsect...but nothing happened ...and i read to do this....

"When your Windows 7 ISO file is copied onto your chosen media, install Windows 7 by moving to the root folder of your DVD or USB flash drive, and then double-click Setup.exe. "

but i didnt understand how to remove the root folder....
 
If you follow the directions carefully on the Microsoft USB installer tool site, you will have no issues.
