Question New build crashes during OS install ?

I have a new build that during BIOS setup everything is normal, save changes and reboot loading from newly created windows 10 install USB created for UEFI boot. I get the windows splash screen then the dot race track for a second then all of my LEDs flash the go dark and loose video signal. Code windows shows Code AA detect HDD.

Mainboard: ASUS Crosshair VIII formula X570 wifi

CPU: AMD Ryzen 9 5950X, AMD Ryzen 7 5700X (I have tried two different CPUs currently using 5700X)

Memory: GSKILL Trident NEO F4-3600C16Q 64GB Kit, GSKILL Trident NEO F4-3600C18Q 128GB Kit (32 GB installed of F4-3600C16Q)

Storage: Sabrent Rocket PCIe M.2 2280 (512 GB in Slot 1, 2TB in slot 2)

SSD Storage: WD 500GB x2

Video Card: ASUS Strix RTX3090, ASUS Strix RTX2080 TI ( tried multiple video cards same result RTX 3090 Currently installed.

I have been working this issue for a while and I am now frustrated

Unplug all disk except for the disk you want to install the OS on....test.

I can not understand this memory configuration. Please explain.

Try with single memory module installed.
Do not mix multiple ram kits together.

"Unplug all disk except for the disk you want to install the OS on....test." Already tried that and got the same results using 3 different devices of all three type NVME, SSD and HDD.

"I can not understand this memory configuration. Please explain." During testing I used two DIMMs I tried the 32 GB sticks x2 and then removed and tried the 16 GB stick x2. I have also attempted with single DIMM in A1 per the Manual. Same result.

"Do not mix multiple ram kits together." I didn't mix as stated above I tried two different sets of RAM.

Thanks for y'alls input I am really at a loss on this one.

My worst nightmare would be that it is a mainboard issue since I have had it long enough for it to be out of warranty. (this has never worked I just got frustrated and gave up on it multiple times)
 
Reset bios via jumper and see if stock settings work
Reset, updated, reloaded, re updated. Done multiple times over the last six months. Same result. operation in the BIOS is normal on first boot to OS install crash. I have tried Windows 10 (newly created USB x2 on two different USB drives) I have tried Ubuntu install newly downloaded and created, Same issue persists.

Put a copy of memtest86 on a flash stick see if it will boot and run.

Made the usb using the windows exe download. unit boots to the test and is currently at 9% complete of the first test. So boot is normal...... Not sure what this means. Bad windows usb? UEFI problem? I had to chnge the setting in the BIOS to boot to non UEFI.

One step closer. Thanks for your input.
