Hey guys! Just some specs before you get to reading :)
Ryzen 7 3700X
ASUS X570 Crosshair VIII Hero Mobo
16GB DDR4 G.Skill Trident Z RGB 3200Mhz CL16
NVIDIA EVGA GTX 1080 FTW
500GB NVMe Western Digital SN500 Blue (OS)
1TB Samsung 860 EVO (Secondary)
Seasonic Focus Plus Gold 650W Fully Modular PSU

So recently I bought a new ram kit. Wanted to upgrade to 32GB so I went with these: https://www.newegg.com/g-skill-32gb-288-pin-ddr4-sdram/p/N82E16820232748?Description=32gb ddr4 3200&cm_re=32gb_ddr4 3200--20-232-748--Product

These currently reflect the same models as my current 16GB kit just more capacity.
I tried to install them today and it gave me a post code 10 error. Can't access BIOS at the very least either. Looked it up and it seemed like it was an issue with "PEI core is started."

I thought it might be because of my current PBO settings with my old 16GB kit so I turned off the PC and cleared CMOs for about 10 seconds and nothing. Even tried the 1 stick on A2 slot method to see if that would boot and nothing.
NOW with my old 16gb kit it is still giving me this error :( so it's making me wonder what the actual issue is now? I tried switching ram sticks. Even did one of each to make sure it could at least boot and still nothing. Any suggestions?

Solution
Minimal POST would be my next step.
Power off and reset BIOS again. Unplug all drives. Unplug all USB devices except keyboard. Use 1 stick of RAM in A2. Reseat your video card and all other connectors.
