Question ASUS X570 TUF Gaming POST issues

On a recent reboot my X570 TUF Gaming wouldn't boot past POST and displayed a DRAM light. After chatting with ASUS they made me RMA it, stating the memory slots were bad. They turned it around in a day, saying it was a fixed by updating the bios....

Jump forward to trying to boot after I reinstalled everything... same issue, no POST, no beeps, and DRAM light. Powering on with no ram gives me 1 long and 2 short beeps.

Does this indicate my RAM is bad? And is it possible for both sticks to be bad?

I can't get any display from the MoBo, so getting into the bios settings isn't possible.

We will also need to know which slots on the board you're populating the sticks of ram. Have you tried working with one stick of ram, without any storage drive attached to the system?

Motherboard: ASUS TUF Gaming X570-Plus (Wi-Fi)
Ram: G.Skill Ripjaws V (F4-3600C16D-16GVKC
SSD/HDD: WD M.2 SSD and Samsung 860 EVO
GPU: Sapphire RX580
GPU:
PSU: Coolermaster Masterwatt 650
OS: Windows 10

I had the RAM in A2 and B2 when the system was booting, and have tried each stick in all of the slots. But not with the storage disconnected.
