Asus X99-AII Q Code A9, no POST, no display

Just built this PC and I'm getting an A9 Q code error. Not getting anything on my monitor. All the lights are on, but no visuals.

I've tried updating to latest BIOS but the mobo won't take the flashback USB.
Other posts mention taking out GPU, but X99-AII has no on-board graphics.

Any ideas?

i7 5960X, it's supposed to be supported.

I did, renamed it .CAP and formatted to FAT32

No BIOS update needed, An unsuccessful Flashback would only add to the issue.

Yeah I read that on Asus's website that unsuccessful flashback may damage the BIOS. Just hope that's not the case.

Using a VGA 8 pin at PSU to a VGA 6+2 pin into GPU

Mini DP from the monitor to DP at the GPU, it was one of two cables supplied in the box by the manufacturer. The other was a USB, which obviously has no input at the GPU
