Question ASUS X99 Deluxe Won't Boot!

I need help. I have a custom built PC. The computer was working perfectly fine. I bought an off brand SSD on Amazon. I shut down the PC and plugged the SSD into a SATA port. Attempted to boot the computer. Lights come on; it has power but nothing on screen. No motherboard logo and I cannot get an opportunity to get to the BIOS. I turned the PC off and unplugged the new SSD but the same thing. The PC will not boot after I plugged and unplugged that new SSD in. Windows is installed on a Samsung M.2 SSD and I have 2 other WD Black HDDs. I unplugged the HDDs and cleared the CMOS but to no avail. All I did was plug in a new Solid State Drive. Any help?

RAM: Corsair DDR4 32GB
Video: GTX Titan X
Power: EVGA 1600

Processor and graphics card are liquid cooled.
 
With no drives hooked up you should still see a warning message saying there's no OS to boot off of. By clearing CMOS, you should power down the system, then disconnect from the wall and display, then remove the CMOS battery for at least 30 minutes. Meanwhile, you can press and hold down the power button for 30 seconds to drain any residual power.

You could try with reseating the ram. In fact you can try with two sticks of ram and see if you get POST.
