Question Asus Z 490 P, mouse lags, bios doesn't boot sometimes.

Hello. English is not my first language so sorry for mistakes.
I have a problem with mouse lag. Mouse stutters for half a second, sometimes just once, sometimes every 10 seconds for hours.
Lag can start with just browser, without any load for system.
It continues around 2 months already.
Why I'm posting it here, cause at the same time bios on my system is not loading and it goes straight to windows and I think maybe these problems are related.
This is not fast boot or something else, because i can't start bios via settings>recovery>advanced startup>uefi or recovery through flash drive, it still goes straight to windows.

But next day it works like nothing happened and then it vanishes again. Repeat.
What I've already tried:
  1. New mouse.
  2. Every available USB port.
  3. Reinstalled windows.
  4. High performance power mode.
  5. Updated Bios (when it was available).
  6. Default Bios settings (again when it was available).
  7. Checked my hardware with various programs (cpu-z, HWInfo, CrystalDisk for SSD, etc.) everything seems ok, temperature for everything is ok.
  8. Latest drivers for everything (Lan, video, chipset, sound, etc.).
  9. Computer restart doesn't help against lag also.
And many other things during 2 months. Sometimes I can work or play without any problems for hours, sometimes lag appears straight after boot.
My system:
CPU - I7-10700k
Motherboard - Asus Z 490 P
Video - ASUS Rog 2070
SSD - Samsung EVO 860+ Kingston A400 (both 500 Gb)
Memory - Kingston HyperX 3200mhz 2*16Gb
Power Supply - be quiet pure power 700W
Windows 10.

What version(not Edition) of Windows 10 are you on? You can find it by Right clicking on Start>Left click on System, the version should show at the bottom of the new window. For the sake of this thread, you will need to see what BISO version you're on, by using CPU-Z. Out of curiosity, how did you manage to update the BIOS on the motherboard if you can't get into BIOS? Were the drivers installed manually for your platform or did you let Windows download and install drivers it thought were appropriate for your platform?

How are you cooling that i7 K suffix processor? Which two slots are the rams populating on the motherboard? How old is the PSU?
 
CPU Cooling: Be quite! Dark Rock Pro 4 (max temperature I ever saw was 70c, lag can start when temperature is 35, with just browser open)
Ram slots : A2/B2 (second and fourth) as Asus suggested via manual.
Windows Version latest (so lag goes over many versions during 2 months). Current: Version 21H1 (OS Build 19043. 1202) .
I managed to update Bios, cause as i said sometimes it works, sometimes it not. And if it not you can't force it by turning off fast boot, rapid pressing F2 or Del (for asus motherboard), you can't force it via settings>recovery>advanced startup, i even tried different keyboard and different usb ports, or i tried to completely shut off computer completely, disconnect power cords etc. But next day screen with "press F2 to enter bios" shows like nothing happened and everything works.
But main problem is mouse lag and I think maybe these problems are related somehow, it can't be coincidence?
Drivers were manually installed most from asus site, video from nvidia.
PSU as most of the components (except videocard) are 15 months old
BIOS version (but lag started before I updated it, mouse lag was the reason for update):
