Asus Z170 AR OVERHEATING

Hey guys,
Relatively amateur here, but i have build a computer before.
Specs are;
Asus Z170ar I have newest update of bios - 3007
16 GB (2*8GB) Corsair vengence DDR4
Corsair 750w GOLD PSU
GTX MSI 970 4GB
M.2 ssd
CPU Intel i7 6700k
WIndows 10
The problem is that the cpu and motherboard are both running at 99c
this is after its booted i have checked motherboard settings and have speccy running to check this. They start at 40-50 degrees (Celsius) however after maybe five minutes. I have checked heat sink and placed very small amount of silver thermal paste. Yes this is stock fan though i figured it shouldn't be getting to 99 fkn degrees.
All other case fans 1X 220 1X 140 and 2X 120 are all working fine as well as the cpu fan spinning at high rpm whilst running.
The cpu and MOBO both brand new as well. So this puzzles me muchly.
