ASUS Z170-E Motherboard/RAM Issue - Can't Boot Display

I have recently built a new PC and I can't get a display to appear on boot. The issue appears to be RAM related because the DRAM_LED light stays RED constantly. I checked the manual for my motherboard and the RAM configuration suggested was to slot them in A2 and B2. I have also tried other configurations with no luck. Everything I have looked up online says that the motherboard needs to recognize the RAM before it will boot. To do this the manual and all other sources say hold down the MEMOK! button until the light begins to flash and it will then recognize the RAM. However, I can't hold it down until the light begins flashing because upon pressing the button the PC immediately shuts off and won't start back up again until I let go of the button. Once I let go the light comes on flashing slowly then the CPU_LED flashes once and the RAM_LED then starts flashing a bit faster, then after a bit it repeats and the RAM_LED light begins to flash even faster, but then it repeats one last time and the RAM_LED light then stays RED constantly. I'm not sure what could be causing this because I believe everything should be compatible and I even tried booting without the GPU just in case, but still no luck. Any help would be appreciated.

I removed the CPU and got the same result. However, I then tried messing with some RAM configurations and I was able to get the display to show by only having one slotted in A2. After it booted, I installed Windows 10 on the machine then shut it down to attempt to introduce the second. Upon doing this I could not get the PC to display with any configuration of the RAM, including the manual recommended A2 B2 configuration. To rule out having one faulty stick I successfully booted the PC with display with both sticks in A2. I am beginning to think that this may just be an issue with the motherboard. Any other ideas?

I tried it again and it still did not change anything. The only thing that lets me boot is a single stick of RAM in A2. Any other configuration with any other amount of RAM does not allow it to boot. The other configurations cause the lights on the motherboard to all be flashing randomly. Also my CPU does not have pins. So I'm really thinking this is a motherboard issue.
