Asus Z170 Pro not booting

Hey guys.

So my current build is refusing to boot at all.
I currently have it sitting as a breadboard with nothing but the CPU (with HS) inside it and only the CPU power and 24-pin power cables plugged in.

When I turn my PSU on, the on-board LEDs all light up as if nothing is wrong.

When I short the power switch pins, most of the times either absolutely nothing happens, or the CPU fan starts spinning for about half a second, then shuts off. The mobo speaker doesn't beep at all.

Specs:
ASUS Z170 Pro Motherboard
Intel 6600 (non K)
Corsair RM750x
Corsair Vengeance CMK16GX4M2A2133C13
NVidia 980Ti

I have tested the PSU and GPU against another mobo/CPU and they both are confirmed working.

What can I do before I RMA the board?

NB.
I have no other Intel CPUs or mobos around the house so it's hard to isolate the two.

pulled the gpu to see if it bios or power issue?? on the mb power good led on and not blinking. does the cpu and memory led blink on and then turn off. look at the last 4 number of the mb that the bios rev if it older then the last one on asus support page if your mb has the usb flashback feature use it and put the newest bios on the mb.


Currently trying to boot with no RAM at all - speaker not beeping about memory issues, so it's before memory is even looked at.
But I have tried with just 1 stick as well.

And as for clearing BIOS, it seems that that half second of fans only happens after I do that. All other times it just sits there doing nothing.
 


I've tried both, I've tried one. It's not RAM related. If it was RAM related, it would beep at me when I don't have any in. It's not doing ANYTHING when I try to boot it. No signs of life except after a CMOS clear and then only for half a second.
 


i would reinstall cpu and inspect cpu socket for any bent pins previously .
