ASUS Z170M-PLUS cpu fan won't spin.

ASUS Z170M-PLUS cpu fan won't spin. Have tried all other contacts. Even got a new cooler from the store. Still dead. Wont work in other contacts. the cooler is Noctua NH-L9.

Is the 8 pin power cable connected to the motherboard?
If yes, try testing the board outside the case. If still no go, try different power supply.

Yes everything is connected as it should.
Okey, so you doubt its the cpu?
Just try the board on the table?
Got a brand new 450w corsair power supply by accident. it should have been a 600w.
I'll talk to them soon and they send ne

450 Watts could be fine depending on the rest of the parts used in the PC mainly the video card.
Is the PC turning on?
