Asus Z270F POST's slowly, system feels slugish

Hi all!
Just finished what appears on paper as a GREAT system:
Asus Z270F, i7 7700k, 16BG Patriot viper PC4-27200 4x4GB, Asus GTX1060 OC 3GB
2x Samsung SM691 M.2 SSD's in RAID 0, Corsair AX860i PSU, Zalman CNPS20LQ water cooler, open case design for free airflow.
Installed Win 10 pro as UEFI on the GPT (not MBR) RAID drive. Installed Asus drivers from Asus website not the MB CD. Updated BIOS firmware. Updated Win from MS. Updated all other drivers to latest versions.
My accessories hardware has not changed from previous build, Asus P8Z77v Deluxe, i7 3770, 16GB Kingston Hyper X 2400, Asus GTX 660ti.

Now the problems. This new MB seem to POST slowly, as compare to my previous MB that I also thought seemed to POST slow. So this delay seems even longer now. Almost 30 seconds before the Windows circle of dots appear. The MB is set for Fast Boot.
Then in windows, programs seem to install slower. Most programs load slower. I am using BootRacer to test boot times (I had this on my old system too). They seem to range from 190 to 240 seconds. My past system was generally under 80 seconds. I have only installed the same basic programs I had on the older system.
Internet use is feels off too. First off FF & Chrome programs seem to load slower. Pages load ok, but video play back is jittery, and buffers often (checked many sites, all about the same). After a buffering, video plays fast forward until it catches up.
Even windows programs itself items seem to start slowly; Settings, Device Mgr, Network Management. I see the windows blue delay wheel for several seconds while these load. Disk Management takes a good 45 seconds to appear.

I'm at a loss to figure this out. How can a fresh install on this hardware feel slow? I tested the raid drive speed and sequential reads were over 3200Mb/s !! The other tests were also nearly as impressive. The CPU is never taxed. It barely get to 50% on any core during boot, and not over 3% when idle or checking email, or facebook.

Any thoughts or suggestions?

I purchased an extra kit of memory for my system. Why does the one kit work at the rated speed but when combined with the extra kit, it does not?


Patriot Memory guarantees the rated speeds of any memory to be obtainable only in the kit it is sold in. If you are adding an additional set of memory, the rated timings may not work due to the extra stress on the memory controller. Therefore, you will need to relax the timings and/or frequencies in order to get 2 sets of memory to work. Another option you may need to do is increase the dram voltages or reducing the cpu multiplier.

 
I still have the Samsung 840 Evo SSD and Intel 530 SSD attached. I can see them in windows, but MB UEFI Bios dose not see them. Also but DVD and BD OOD's are not showing in windows nor BIOS.
 
All good in Device Mgr, but like I mentioned above, it loads kind of slow.
Another symptom is for just about everything I click, there is 1/2 to 1 sec delay before there is any system response other than a blue circle next to mouse pointer.
 
Are you running the latest bios version? Also, I realize your comparing your old ssd to your new setup and it seems slower. That would bug me also, but you can't test this theory by launching chrome. Transferring large files is where you'll see the throughput difference in your raid setup. I would also open a case with Asus as everything is still under warranty. They might have a known fix to your dilemma.
 
Yes I am using the latest bios version. That was one of the first items on my new builds checklist. Always important to do soon after first power up.
I am not using only one program to test launch speeds. I am using this build as my 'main PC' for a few days now and the whole overall experience seems slow. One of my computer hobbies includes moving and manipulating large data sets, and I do not really see any speed boost. I wasn't expecting supercomputer worthy performance increase, but for $1k+ of what should be performance equipment, I was hoping for at least something that would noticeable.
I will open a case with Asus and see what happens.
One thing annoying is that Samsung's Magician dose not support M.2 drives yet as they see them only as OEM parts and not in the retail chain. It will probably be a least a year before that changes.
