Question ASUS Z390-A White LED light on and no display

Built a new pc (not my first one by far) got everything hooked up, checked all cables and everything, turned it on, everything looks good, it goes to BIOS with no issues
i do the fan check so it can adjust fan speeds, no issues there
then i clicked on advanced settings, it freezes up, i figure i'll let it sit for a bit maybe it was just loading whatever info it needed
20minutes go by and soft reset it, now when it boots i see nothing on the screen at all, and the white light next to VGA is on

i have tried using an HDMI and a Display cable, as well as using a USB to VGA converter cable, and a bunch of misc adapters
i've tried plugging into the on board graphics, as well as the 2080Ti GPU, both have the same result

i'm now at a loss as to where to go from here i can't even reset BIOS in anyway to try to start from scratch

I did this a few times
the mobo does not have a BIOS reset jumper/button/switch so that's not an option
the board was brand new bought the CPU however was a refurb (wasn't aware of this till after it was all put together)
going to swap the board and CPU and see if that makes a difference
