Question Asus Z390-E - I7 8700k

So another problem popped up and if I can't solve this I'm done with it.

I managed to replace a damaged cooler, get the gpu to be recognized by the system (windows fresh install solved it - kinda confusing for different reasons) and now everything is up and running...kinda.

When I boot/push the power button the Mainboard LED lights up Red (Manual shows it as CPU related) then in a matter of half a second it shuts down (only noticable by the psu/cpu fans stopping) goes on again after another second LED lights Red again but this time it'll boot into windows.

Everything seems to be running but looking at MSI afterburner nearly all cores show usage spikes.

The CPU is also running at constant 4,3 GHZ without being on high performance - heck even in power saving mode (I needed to put down the maximum cpu usage to 99% for it to come down to 3,59GHz - the minimum usage left untouched by 5% - I did not change ANY other setting so far)

It's annoying (I'm probably annoying too) but I'm reaching my limit - I will also try to contact Asus but I hope someone here can help me out again.
 
Use Task Manager to see what process is using the CPU, you can open Task Manager, click on "More Details" to list all running programs, then sort the programs by CPU usage by clicking on the "CPU" column heading.

Also, please list your full system specs.

psu: seasonic focus 650w platinum
8gb ram
z390-e asus rog strix

So task manager is permanently running at 9-11% usage but the only process really consuming is nvidia ( after a bit of research it seem to be a bug many ppl are facing - gotta update nvidia driver using ddu anyway)


Edit : while 9% in task manager MSI afterburner still shows those high 100% spikes on many/all cores

Try reinstalling MSI Afterburner or using a different version, maybe it is showing wrong readings, Task Manager is usually more reliable for CPU usage.
