Question ASUS z390 Plus Gaming compatibility with GSkill Ripjaws V Series

Hi all,

Anybody has Asus Z390 Plus Gaming board using GSkill DDR4 Ripjaws V Series 3200MHz F4-3200C16D-16GVRB ram sticks dual channel (2 x 8 GB)?
right now, my rig doesnt display anything, not even the BIOS screen. My CPU is Intel i5 9400 btw. the CPU fan is running normally. No beeps, but then again, my case is Deep Cool Matrexx 55 v3 which has no speaker cable. It doesnt even have reset button...
So, I want to confirm if it's RAM stick issue or dead motherboard.

Include the other specs too(GPU, PSU).

Have you tried running with the bare minimum? ... 1 memory module, no storage drives, integrated graphics from the i5 9400.

no GPU, onboard card only. PSU is Seasonic M12II-520W (SS520-GM) and harddrive is Seagate 1TB ST1000DM010. display is using HDMI cable which has been verified to work with my laptop.
I've tried only 1 stick, trying different slots, taking out CMOS batt, nothing worked
