Question Asus Z490-a with Asus suite 3. Cannot undo overclock

I overclocked this motherboard using the Asus AI suite 3. It's all automatic, nothing to do in the BIOS manually.
I tried to set the overclock to standard and cannot.
This is what I have tried.
Uninstalling AI suite 3, resetting CMOS by shorting the pins.
I removed the battery, and shorted the pins.
Nothing works.
I have just performed a BIOS update (brand new bios), and that did not undo overclock.
In the BIOS it has 3 options...remove all limits, enforce all limits? Allow bios to optimize?
Which one do I choose?
I tried all 3 and the overclock is still there.

Update your post to include full system hardware specs and OS information.

How are you determining or otherwise proving that the overclock is still there?

PRIME Z490-A (LGA1200)
Intel Core i7-10700K CPU @ 3.80GHz (It runs in between 4.8 and 5.1) I can see this in core temp and other software.
Memory is Gskill Size 32670 MBytes
Two Corsair Force MP600 M.2 2280 2TB PCI-Express Gen 4.0 x4 NVMe
Windows 10 enterprise
GTX 2070
water cooled.

What I can do, and as a fix, I reinstalled AI suite 3 and purposely run the CPU at 4-4.5.
However every time i reboot, the PC bios optimizes at 4.8-5.1.
if updating Bios to the latest version did not work, there is nothing left to do apart from reinstall Windows.
I certainly will not do that.
