Question Asus Z790 Hero needs contact frame for CPU?

What do you mean by 'is it needed'? Can the board be run without it - absolutely. Will this cause temps to be higher - probably. How much higher - depends on CPU and cooler used. Will that make any real difference in day to day usage - maybe, maybe not, depends on what you plan to do with PC.

My online store has Cooler Master MasterLiquid ML360R with Alderlake brackets. Can one use these brackets instead of Thermalrigh’s contact frame on a 13900K and Asus Z790 Hero?

The brackets are just for securing the cooler, you can use them together with contact frame. There is no difference in ILM between 690 and 790 boards so the (possible) need for contact frame is exactly same.
Bending is safe. Otherwise Intel would had to redesign ILM on LGA1700 boards if it was causing any damage to CPU or board. They did not, and pretty much ignored whole problem, because all it does is makes worse CPU temps.
