ASUS Z87-A Custom Rig, Lots of Red LEDs

I finished setting up the custom rig that I ordered for my wife, pushed the power button - nothing happened.

I've fiddled with things for a few days now, and I've gotten to a point where when I push the power button, the following things happen:
1 - The CPU LED blinks red for a fraction of a second
2 - The MEMOK LED blinks red for a fraction of a second
3 - The VGA LED blinks red for a fraction of a second
4 - Computer shuts down.
5 - Repeat Steps 1-3
6 - The Boot Device LED stays red, with beeping.

If I unplug the 8 pin from the mobo, I get no lights. I have tested the psu via paperclip and have determined that it is not the psu.

Specs:
Mobo - ASUS Z87-A (Express Edition)
PSU - Cooler Master 460W
GPU - EVGA GeForce GTX 750
CPU - Intel Quad Core 3.1 GHZ
RAM - Crucial Ballistix Sport

I've come to the conclusion that the mobo just needs to be replaced, but I thought I'd give a shout out to the community to see if there was anything else I could try.

Advice? Any more information requested?

If you had everything hooked up/installed before you powered up for the first time, the motherboard was probably overloaded trying to integrate too many parts at the same time with too few instructions (drivers, firmware, software, etc).

I've got remedial steps to recommend, but before I do, can you please answer the following:
What specific CPU chip do you have?

Do you have a CPU cooler installed? (i.e. the stock Intel cooler that came with your CPU, or an aftermarket cooler)

For the DRAM, how many sticks, what size and speed, and which slots do you have them installed in?

Are you going to install the OS (Windows 7, 8, etc) via USB or DVD?
 


CPU chip is LGA 1150 84W Desktop Processor
DRAM is 2 4GB sticks, 240 Pin DDR3 1600. They were previously installed in ports 2 and 4 as per the manual instructions.
OS will be installed via USB
 
Thank you for those answers. Can you tell me what the specific model is for the CPU? I'm assuming it's an i5-4440, as that's the only 4-core, 84W, LGA1150 with a 3.1GHz base clock that I'm aware of. The reason I ask is that certain chips require specific BIOS versions on the motherboard in order to work properly.
 


That's the one
