Asus Z87 Plus - Can't install win 8.1 on new build

BIOS keeps loading however BIOS shows my optical drive in the boot menu. Optical drive is set-up to boot first, but everytime i restart the PC, it keeps going to BIOS. Tried 3 differenet SATA ports on the motherboard without success.

I found legacy boot mode and the issue is still present. I tried have changed SATA cables as well and tried other MB ports with the new cable.

Unplugging the keyboard gave me a new screen for about 0.5 sec. but then went straight to BIOS again.

Any lights on the DVD drive? is the power cable secure to it?

DVD light turns on when I turn the PC on or when I initially open/close the drive. However, the DVD light does not blink or stay on once the disc is inserted.

I push F8 to bring up the boot menu, but when i select the DVD drive, it goes straight to BIOS..

Is the DVD clean, can it be read in another rig? Can you try a different DVD drive in your rig?
