ASUS Z97-A Boot Problems

I just built a new computer for myself through moving the old CPU, RAM, and HDD from a Lenovo to a new case, psu, mobo, and gfx card, yet it only stays on for a split second then turns off, then does it again when I try to boot it.

Specs:

Case: NZXT something (I don't know what specific model it is)
CPU: i5 4460 3.2 gz
GFX: EVGA GTX 970 SC ACX 2.0
PSU: EVGA 650 G3
RAM: Some random DDR3 8GB 1 stick of RAM
MOBO: Obviously ASUS Z97-A
No CPU Cooler ATM, as the standoffs don't fit.

Ive tried replacing RAM, CPU, going with gfx, all to no avail. I need help. Badly.

Look at the sticker on the mobo. Are the last 4 numbers on it 0604? It needs BIOS 0604 to support that CPU

So is there a CPU fan on the CPU?

Did you put the standoffs in the case before you installed the mobo? Did you connect the cpu fan, 24 pin and ATX12v?


 
No, it doesn't have 0604 at the end, but the i5 requires an LGA1150 socket and is compatible with the Z97 chipset, why wouldn't it work? There's no broken pins or anything at all.
