Hi could someone please help me. I used the ez tune wizard in my BIOS. I have the Asus z97-k motherboard and the i5 4690k cpu I go through the questions it asks and then at the end it asks to make the changes when I hit yes the system shuts down, is this normal? Also when I go back into the BIOS the CPU is still at stock speed 3.5. What am I doing wrong? Any help would be great

Yes, the shutdown is normal - the system is rebooting to apply whatever changes were made.

As far as clock speed goes, the EZ Tune feature looks at what your system will support, not just the CPU. Particularly, it will assess your cooling performance. What does the rest of your build look like? Particularly, what CPU cooler, case and case cooling (i.e. how many fans, what models, and how are they configured)? If you're using the stock Intel cooler and stock case fans, they may not be sufficient to support the temperature increase that you get with a clock increase.

Additionally, every CPU has different temperature characteristics - this is what's known as the "silicon lottery". The fact that you have an unlocked chip doesn't...

Additionally, every CPU has different temperature characteristics - this is what's known as the "silicon lottery". The fact that you have an unlocked chip doesn't guarantee that you'll be able to overclock it beyond the stock 3.5GHz/3.9GHz - Intel guarantees the minimum clock, but anything over that is a matter of luck. I have a 4770K that won't do anything over 3.9GHz, regardless of cooling, and a 4670K that runs at 4.4GHz with no problem. My 4790K I can run stable at 4.8GHz, but know lots of people who can't get theirs past 4.4GHz.

Another thing to consider is the voltages. I love Asus software, but their overclocking software has a tendency to use too much voltage for a given clock speed. For example, AI Suite 3 will try to use a core voltage of 1.32V or higher to run 4.8 GHz, which sends the temps through the roof, much higher than my cooling system can handle safely. I have to manually set the voltage to 1.26V, at which my system can run stable and temps are much lower, well within my cooling capabilities.
