This is a similar question as the one from:

http://www.tomshardware.com/forum/311774-31-computer-turns-then-boots-normally

I just built my PC two days ago, and since then, twice upon booting the computer (out of probably 15 times while configuring everything), I had some issues. The first time the pc just turned on and then off again. The second time, it cycled about 4 times. I cut out the power, and both times it came back on normally after that. I'm not sure what the issue is. I am going to check my BIOS and update this, but I don't think that should be an issue.

Just to be thorough, my specs are as follows:

Windows 10 x64 (On Samsung 250GB SSD)
AMD Ryzen 5 1600x 6-Core
16 GB (8GBx2) RAM Team Group T-force
MSI B350 PC Mate Motherboard
EVGA G3 ATX 550watt 80+ Gold Power Supply
MSI Geforce GTX-1070ti 8GB
1TB WD 7200rpm HDD
Cooler Master - MasterLiquid 120mm + 3 Chassis fans

Any ideas if this is something to be worried about, or what it may be?

Edit: I should say this was my first attempt at a PC build, so... go easy on me.

i dont think your XMP profiles will cause the restarts. i just wanted to double-check if your rams are compatible with your board.
most likely its the OC genie, automatic overclocking isnt so reliable since it doesnt do a proper stress test to know if your system is stable and can handle it. you can try to reset your BIOS to default and turning the OC genie off. with only XMP enabled. you can try with the 3000hz profile. and see if its still causing restarts. you can also check your hardware temps using the HWMonitor too. its a quick download and run tool. see if anything is spiking towards 80~90Cs.

i dont have experience with OC genie tho. and i dont know if it will auto clock you RAM as well. some forums says its not advisable to...
could be your RAM. what is the frequency on them? is it the 3000mhz or the 3200? could you also go to your BIOS. press F2/DEL on boot. and check what your BIOS reads on the RAM specs? also enable XMP profile if it is an available setting in your BIOS. doubel check on your motherboards manual.

Well the RAM is 3000hz, but the BIOS has the default frequency at somewhere in the 2100 Hz range. So I have used the MSI A-XMP option which runs the ram at either 2667 and 3000 Hz. I chose the 2667Hz because I figured it would be better not to use the full frequency. Would that cause it?

Also, I forgot to mention that I believe at least on the second time I had this issue (when it turned on and off 4 times) I had the MSI OC Genie turned on, which bumped up the CPU to 4.00 GHz.

i dont have experience with OC genie tho. and i dont know if it will auto clock you RAM as well. some forums says its not advisable to manually set some OC settings while its turned on. so maybe you can disable XMP and turn the genie on. and download CPUz. and tell us what the memory readings are.

Support DDR4 1866/ 2133/ 2400/ 2667(OC)/ 2933(OC)/ 3200(OC)+ Mhz*
• Dual channel memory architecture
* 7th Gen A-series/ Athlon processors support a maximum of DDR4 2400 Mhz
this was stated for your board tho. [strike]so try to disable the XMP instead. or your RAM isnt really compatible with your current chip as well.[/strike] i doublechecked for you RAM should be okay with your chip and board. but your board specs doesnt explicityly mention 3000hz. so just turn the XMP off for now and see how it goes.
