At what percent does the ram use slow down a computer?

My ram is currently at 51% with having chrome on and a few other programs, so at what point does ram usage slow performance?

when there is no more system RAM, the system will use the hard drive as temporary storage (virtual memory) which is very slow.

that is 51% of how much? for me its 31% of 8Gb in use.

Windows starts to page before 100% depending on what is in ram.
