At what write speed should i burn Windows 8.1 Setup on a DVD-R

Question is not valid. You should burn the disk at whatever speed it's rated at, or the speed of the disk drive if it's lower. If you have issues, it's probably the fact you're using DVD-R rather than DVD+R (yes, they are different). If you have issues try again with a DVD+R disk instead

I would use a usb drive myself.

I think usb drives are so much easier to use.

I would try the lowest speed x4 it will take a while but anything important like an OS
