At wits' end with The Witcher 3 crashing

My game stutters and freezes in the start menu. The entire menu sluggish with vsync on (that is to say, after a fresh install of the game). when I move the mouse the background freezes slightly which is weird. When i disable vsync and crank up settings the framerate is hitting the 400-500s yet it freezes? When I enable 60fps cap it STILL freezes.

When I load into the game either Geralt is a black figure (no face or skin or anything, no textures- I suppose). IF that doesn't happen then the game is just too sluggish and when I move around it's within about 20 seconds that it locks up, freezes, and crashes. any suggestions?..

What I've tried:
Updating GPU drivers
Uninstalling (using DDU) & reinstalling drivers.
Disabling V-sync in-game
Disabling V-sync in NV control panel
Uninstalling / reinstalling the game

Yeah, missing texture generally points to either a driver bug, OC problem, unsupported feature (unlikely given your GPU), or some other major failure mode.

Honestly, it *sounds* like a driver/GPU problem, given the performance hitches and missing textures, but if every other game works...


Full system specs: (sorry I thought it was there)
CPU: 4770k Oc'd
Memory: 32gb ram
GPUS: 2x 980s OC'd @1400MHZ
Storage: 500gb EVO, 256gb HyperX, 6TB HGST drive
Mobo: Maximus VII Formula
AX850 PSU
Everything has a waterblock (CPU/GPUS).

I can play BF4 perfectly fine, so does Fallout 4, GTA V, Beseige, CSGO, COD:AW, Tomb Raider, Wolfenstein The new Order, etc..I can keep going :/ (Dirty Bomb is the only one that crashes too but that's because it's a crappy unoptimized game).
 


Just finished doing that, still didn't work unfortunately
 
If you have Geforce Experience installed then end a process called nvstreamer.exe from task manager. If it doesn't work and all other games work then it is a problem with the game or you have messed up some specific setting that you would only know about. Could find a better answer on CDPR forums then.
 


I ended the process in TM but still it persists :/ Thank you for the input though! :)
 


Does this happen with any other game? Unless your GPU is overclocked or the games files are corrupt, you shouldn't be experiencing missing textures. You could try using GOG Galaxy and completely re-installing the game through that application instead.

This doesn't happen with any other games. I've also done the repair/verify through GOG multiple times to no avail. The GPUs are overclocked however I've gone so far as to disable overclock both on the GPUs and my cpu and the game still continued the way it is :/ I've sent CDPR a report with the dxg file also in hopes of answers
