Athlon II bottlenecking GTX 960

Specs:
HP Pavilion p6520y
- gpu upgraded to EVGA GTX 960 SSC 2GB
- PSU upgraded to EVGA 400w.

I have upgraded this computer so I can play Dirty Bomb on it on super(hopefully), but the cpu is bottlenecking the gpu and the usage on the gpu never goes over 60%. I looked into upgrading the processor to an fx 6300, but the current mobo is an am3, not an am3+. I don't have the money for another copy of Windows, a new mobo, and a new cpu at the moment. I don't want to waste the gpu power. What should I do next?

PS: I know the psu is not the best for this, but before I added a 960, I was using a 750.

Here are the specs for your motherboard that you currently own and in my wisest opinion I'd suggest you go for the highest processor your motherboard is capable of handling which in essence is a Phenom II 9xx though please be warned that is the only route I see possible outside of a new purchase and suggesting an overclock on your current setup.

Pro's:
minimal investment and a minor increase in system output/gaming performance

Con's:
You're spending nearly as much as a new processor, on an older processor, which entails you entry into a completely new platform namely speaking an AMD's APU or Intel's Pentium/i3's

Suggestions for an overclock on your motherboard is to be done only if your system is expendable...

Suggestions for an overclock on your motherboard is to be done only if your system is expendable though judging from your above post it looks more like you don't have a system to fall back on should this die prematurely. Might I ask what OS you're running on currently?
