Athlon x4 880k only 2 cores running at full clock speed

Hi everyone, so I just put a new Athlon x4 880k in my pc. Started working on an overclock and noticed during a test that only cores 1+2 are running at full clock. The other 2 are running at around 1.7ghz. I did some research and decided to try to turn on Quiet and Cool, this showed all 4 cores at 4.2ghz, so thats good, But when I started to stress test, clock speeds started fluctuating badly. It seemed only 2 cores at a time would run at full speed. At any time 2 cores were back down around 1.7ghz. I have power options on full performance. I tried to unpark all four cores through the registry. I am now going to completely reinstall chipset drivers. But what do you guys think?
 


I would think this, but Prime95 failed to get all cores running, no matter what program is running, cpu could be at 100% and 2 cores are still at 1.7ghz.
