Athlon64 overvolted by default?

It's getting hot these days, and i'm planning to get watercooling soon, so i've decided to see how low my vcore could go before my CPU becomes unstable.

<A HREF="http://www.geocities.com/antireligionclub2/" target="_new">This</A> image shows my CPU Athlon64 3200+ desktop chip running at 1.35Vcore at stock speeds stable. So i'm just curious now why did AMD made their chips run at 1.5Vcore by default. I'm gonna keep pushing it down, see if i can get to 1.2Vcore at stock speeds stable. I also wander how low the 1mb mobile chips could go down by. By pushing my Vcore down the stock cooler's fan speed has dropped from 5200RPM to 2800RPM under load.

I can't go down any further, so 1.35 is the lowest i got with my desktop 3200+, maybe this is the reason why mobile chips don't overclock that great, maybe the mobile chips are just desktop chips without heatspreaders, and undervolted from the desktop version.
