windows vista won`t regonize dell monitor as plug&play,i have an ati 4300/4500 card,my windows rating is 1,since i installed this card

Err, sorry dude but this could be a whole slew of problems. It could be your monitor or it could be your video card, maybe even your OS. You'll just have to try out different things and try to isolate the problem.

Beyond that, there's too little information here to offer a proper diagnostic. Try doing some troubleshooting and figure out where the culprit is.
